Vice President Operations

James W. Frame is Vice President of Operations. His responsibilities include tariff filing and administration, pooling and settlements, industry relations, regulatory matters and information technology.

Previously he held several positions of increasing responsibility at NECA including executive director of rates, costs and average schedules, and executive director of tariff and regulatory matters. He was part of the initial staff that established NECA in 1983.

Frame has more than 34 years of experience in the telephone industry, including 13 years with Ohio Bell, now part of SBC. He received a bachelor of business administration degree in economics from Kent State University.
