“Average Schedule Company Support” includes procedures for monthly reporting of settlements data by average schedule companies, along with Average Schedule Issues and Guideline Papers. Also provided are worksheets to assist companies with settlement reports, worksheets to assess effects of planned settlement formula changes, and worksheets to assist carriers with the Safety Net USF qualification. Finally, this section answers frequently asked questions about current settlement topics.

“Cost Company Support” includes procedures for monthly reporting of settlements data by cost companies, Cost Issues and Guideline Papers that support monthly reporting of settlements data by cost companies.  This section also includes reporting forms, certification forms and instructions for NECA tariff filings, as well as for loop cost data used to determine universal service support. “Forms Online” provides access to forms LECs are required to file with the FCC and USAC and to some forms that help with reporting to NECA. Finally, this section answers frequently asked questions about cost separations.

“New Services & Technology Support” provides information related to current technology topics such as Broadband over Power Line (BPL), Voice over Internet Protocol (VoIP), video over Digital Subscriber Line (DSL), fiber loops, wireless, the triple play and network evolution.

“Rates & Demand Support” includes access to the Online Data Collection System supporting tariff filings, tariff rate band assignment and election forms, and interstate access industry rate comparisons.

“Tariff Development & Support” provides access to the Tariff 4 Ordering and Billing Database, including user resources and an online computer based training module.  The section also includes access to Tariff 5 rates and regulations for exchange access services, along with related publications (i.e., Access Charge Handbook and Exchanges)  that provide explanations of tariff related issues, answers to frequently asked questions, and other publications.
