NECA's Tariff F.C.C. No. 4 is your company's legal billing authority for your interstate access service charges. Tariff 4 is the database that carriers reference for the ordering, provisioning and billing of interstate access services in North America.

Service Providers who choose to Participate in the Tariff must also complete a Userid Request Form in order to access the Tariff  4 database.

Tariff 4 contains information on telecommunications providers that describes the location and technical capabilities of the wire centers which provide interstate access. It also contains interconnection information that supports the ordering, billing, and provisioning of interstate access services.

The tariff is essentially composed of three sections:

  • Wire Center (Vertical and Horizontal Coordinates)
  • Billing Percent (BP)
  • Subtending Wire Center

Tariff 4 contains the basis for determining the distance of any particular segment of interstate access transmission for the purposes of calculating a bill for interstate access services provided to an access customer. It is also useful for determining billing ratios when services are jointly provided by more than one carrier. Tariff 4 is a database of information describing the location and technical capabilities of EC wire centers from which interstate access service is provided, as well as information on billing agreements. Actual rates, terms and conditions for access services are contained in contracts, in individual EC tariffs or in the NECA Access Tariff 5 for NECA member companies.

Tariff 4 increases the efficiency of your company's billing system. It improves the access ordering and billing process and creates a national reference for your company's billing percent agreements. Tariff 4 increases the competitiveness of your interstate access services. It advertises the location(s) and technical functionalities of your network. Unlike the industry's routing databases, Tariff 4 offers the ability to list over 200 different service offerings and technical capabilities for each of your locations.

NECA's customer base for Tariff 4 includes CLEC's, CAP's, local exchange carriers and CMRS (Commercial Mobile Radio Service) providers.  Tariff 4 is the national database to assist carriers in the ordering, provisioning, and billing of interstate access services in North America. NECA is continually updating our system based on changes in the industry and feedback from participants.

Incumbent local exchange carriers (ILECs) are required to obtain a company code and populate their wire center and interconnection data in Tariff 4.
