How often is the Tariff updated?
Tariff 4 data should be changed concurrently with network changes. NECA files an update of Tariff 4 with the FCC on a monthly basis. Changes to Tariff 4 must be entered into the Tariff Online System by the 6th calendar day of the month in order to become effective on the 1st of the following month.
Can Thousands Block Number Pooling Data be tracked in the Tariff?
With the recent changes in Local Number Portability and number pooling, it is essential for companies to accurately reflect the true line range of numbers that are actually working in each switch. The Tariff 4 Online System allows users to list line ranges down to a single line number for each NPA/NXX working in a switch.
Are Area Code Splits tracked in the Tariff?
When an area code split or overlay is announced by the North American Numbering Plan Administration (NANPA), there is a period of time referred to as "Permissive Dialing," which usually lasts for six months. During this time period, either area code can be dialed to complete calls. Historically in Tariff 4, companies were required to make the appropriate changes to their NPA/NXX records manually. NECA implemented an enhancement to help automate NPA/NXX updates. Upon receipt of electronic files from NANPA announcing NPA splits or overlays, NECA updates the Tariff 4 database. All affected NPA/NXX records are updated at the beginning of the Permissive Dialing period (to add the new NPA) and at the end of the Permissive Dialing period (to delete the old NPA).
Each time NECA receives notification of a new split or overlay, we post a broadcast message with information on the affected area. NECA also posts a broadcast message to alert companies when the Wire Center records are automatically updated for a split.
Can I view the actual Tariff pages?
Online access to Image (a text version of the filed tariff) allows users of the online system to view, print, and save the Image version of the tariff by the 2nd business day after filing each month. Users find the Image invaluable in identifying recent changes to BP routes and Wire Center capabilities in their local serving areas.
What reports are available through the Online System?
A Billing Percent Mileage Report offers flexibility in retrieving the billable miles associated with Billing Percent agreements. The report allows you to retrieve all BP agreements for a specific company and displays the associated airline miles for each portion of the route.
Tariff 4 data is available for purchase. Service providers may also choose to Participate in the Tariff. Companies choosing to participate in the tariff must also complete a Userid Request Form in order to access the Tariff 4 database.
