FCC Releases New Local Number Portability Order
On November 8, 2007, the FCC released a Local Number Portability Order (LNP) that:
Restored intermodal (i.e. wireline to wireless) porting requirements for rural carriers.
Extends LNP requirements to Voice over Internet Providers (VoIP) and the carriers that serve them.
Minimized porting delays by limiting carriers from seeking any more than the minimum amount of information necessary to validate a customer's request. For simple ports, the FCC restricted validation to 10 digit telephone number,customer account number, 5 digit zip code and pass code, if applicable.
BACKGROUND
Local Number Portability (LNP) is the capability for a subscriber to change service providers, and eventually location, while maintaining the same phone number and calling features. While it was designed to help ensure successful local telephone competition, it also removed the restriction for subscribers who may be unwilling to switch to another provider because they didn’t want to change their 10 digit telephone number.
