The ITU Carrier Code (ICC) is a six-character or less alphanumeric code, which is unique within a given country. ICCs identify network operators or service providers ("Operators") recognized by the national regulatory administration in a specific country and may be used for electronic commerce between Operators and for the designation of resources in networks.
The Telecommunications Standardization Bureau (TSB) currently maintains a list of approximately 750 ICCs on the ITU website.
The ICC equivalent in North America is the four-character alphanumeric Company Code based on the ANSI T1.251 standard. Company Codes uniquely identify telecommunications carriers or Operators in North America and internationally. On behalf of the United States of America's (USA) national administration and the telecommunications industry, the North American Company Code Administrator, NECA, maintains a list of approximately 3,000 ICCs, which are publicly available Company Codes and a subset of the complete list of greater than 11,000 assigned Company Codes:

ITU Carrier Codes are important, as stated on the ITU's website: "As the number of telecom Operators (network operators/service providers) in each country is growing rapidly, the number of interconnections between their networks is growing even faster. The standardization of designations of all the network interconnections is therefore of great concern for the Operators involved. Only then are they able to do the provisioning and maintenance in a systematic and efficient way." "The proper use of ITU-T Recommendation M. 1400, Designations for Interconnections Among Network Operators, requires the identification of Operators sharing the interconnection (includes domestic and international). To that end an overall list of Operators working in a country, with an officially recognized and standardized code for each of them, is of great help. It enables them (the Operators) to identify each other in a comprehensive and unique way. This will eventually result in one (distributed) database for all connections, in turn improving network operations and administration to the benefit of both providers and clients."
