After the FCC’s 2001 proceeding opened, several ad hoc industry groups formed to work on the intercarrier compensation issue.  The ICF initially had the broadest industry participation, however, that changed as carriers left the group over legal and practical concerns with the group’s bill and keep plan.  In October 2004, the ICF filed a detailed plan with the FCC that will negatively affect rural carriers and their end users by drastically reducing access charges and substantially raising Subscriber Line Charges (SLCs).

Other industry groups, ARIC, EPG, Home Tel. Co. and PBT Telecom developed and filed alternative plans with the FCC.  These plans propose solutions to the current arbitrage problems, including phantom traffic, by unifying intercarrier compensation rates and developing additional funding to offset rate reductions.  The plans also account for the evolution of the network from circuit-switched to packet-based.
