On May 1, 2007, the Interstate Telecommunications Relay Services (TRS) Fund Administrator (NECA) submitted several alternative provider payment formulas, fund size estimates and carrier contribution factors for the period July 2007 through June 2008. The alternative formulas and fund size estimates are based on suggested alternative methodologies included in the Commission’s Further Notice of Proposed Rulemaking (FNPRM).
Based on the alternative methodologies chosen, the overall funding requirement may be as little as $397.0 million, or as much as $575.4 million, for the 2007-2008 funding year. Interstate and international revenues, the basis for funding Interstate TRS are $76.8 billion, approximately $1.7 billion lower than the $78.5 billion reported for 2005. As a result, the proposed contribution factor may need to be between 0.0052 and 0.0075, depending on which compensation formulas the Commission adopts.
