On May 1, 2008, the Interstate Telecommunications Relay Services (TRS) Fund Administrator (NECA) submitted proposed compensation rates, demand projections, projected fund size and proposed carrier contribution factor for the period July 2008 through June 2009. The proposed compensation rates and fund size estimate are based on the rate methodologies adopted by the Commission in its October 26, 2007 Cost Recovery Order.
The proposed per minute compensation levels, coupled with the demand projections for each service result in an overall fund requirement of $ 805.5 million for the 2008-2009 fund year. Interstate and international revenues, the basis for funding Interstate TRS are $79.6 billion for calendar year 2007, approximately $2.8 billion higher than the $76.8 billion reported for 2006. The proposed contribution factor for the 2008-2009 fund year is 0.01012 pending approval by the Commission.
